Bureau of Customs Minimum Dutiable Value Increased to Php10,000

In a news post by the Philippines’ Bureau of Customs, theย de minimis value or the value of a shipment which no duty or tax is collected. The Customs Administrative Order was signed on September 28, 2016 and will be effective October 25, 2016.

The law sets that De Minimis Value at Php 10,000.00 (Ten Thousand Pesos) FCA or FOB or below. The Secretary of Finance shall adjust the De Minimis Value as provided herein, every three (3) years after the effectivity of the CMTA to its present value using the Consumer Price Index, as published by the Philippines Statistics Authority.

What this means is that all imported goods declared with a value of Php10,000 shall not be dutiable and will be released immediately. Regulated items will still be subject to their respective clearances. This is a big leap from the older Php10 de minimis value that have stood for a very long time. The CAO also states that the de minimis value may be amended every 3 years based on the consumer price index.

For the benefit of our readers that mostly import devices, hobby items, devices, toys and games, basically anything you buy online that is below Php10,000 will not be taxed by customs. It is unclear if this includes shipping and insurance but to be safe we highly put it under total shipping cost. The provisions cover the entire shipping cost so that includes all costs of the shipping including value of goods, shipping cost and everything else.

For those sending gifts, the CAO states that anything marked withย zero valueย orย no commercial value or similar will be deemed subject for customs inspection so do declare proper values to speed up clearing.

    So does this mean that buying directly from Amazon without any use of third party couriers (aka LBC Shipping Cart) can be done once this becomes effective? ๐Ÿ™‚

      Yes, as long as the total shipping cost and the seller from Amazon directly ships to PH then anything received after Oct. 25 2016 will have no duty imposed on it. I will personally test this and document every and all store I use starting with Amazon, AliExpress, etc.
